Provision of expeditious and inexpensive justice is a part of the principles of policy in the Constitution. It is considered critical to democratic life, social stability and economic development of a country. Improved service delivery and aligned special measures for increased relevancy and efficiency within the judicial sector in a comprehensive manner is, therefore, imperative.

Ever since my joining the legal profession, delay in getting justice has constantly been haunting my conscience. It has always been my desire to address this issue one way or the other. Justice sector worldwide, in general, is plagued with delay hampering expeditious decisions; similar scenario prevails in Asia and Pakistan, in particular. It has dawned upon me, through my experience as a Judge, that delay in administering justice in the society can not be attributed solely to Judiciary, rather all the segments of the society have to work in tandem to deliver Expedicious and inexpensive justice. An effort was made in 2017, while I was posted as District & Sessions Judge Attock, to harmonize the working of the Criminal Courts for the end result of swift decisions. In fact, the idea was conceived by his Lordship Mr. Asif Saeed Khan Khosa, the then Honourable Judge Supreme Court of Pakistan; which was warmly welcomed by Mr. Justice Syed Mansoor Ali Shah, the then Honourable Chief Justice Lahore High Court, Lahore. But, this experiment was limited to selective Districts of Punjab. More



Model Criminal Trial Court

In order to improve service delivery by the justice sector in line with Principles of Policy outlined in the Constitution, Expeditious Justice Initiative (EJI) was approved by the National Judicial (Policy Making) Committee on 11.03.2019. It provides for establishment of “Model Criminal trial Court. 


Model Civil Appellate Court

Expanding the scope of the Initiative, it was felt that civil cases handled
by the court of first appeal at the district level also needs to be focused.  In
order to address this area, launch of Expeditious Justice Initiative-II has been
proposed within available resources.


Model Trial Magistrate Courts

Model Trial Magistrate Court is the third phase of the Initiative, which has emphasis on trial of cases before Magistrates. It conceptualizes bifurcation of Pre-trial and Trial Magistrates and provides strategy for establishment of Model Trial Magistrate Courts (MTMC) in each district.

پاکستان بھر میں قائم کی گئی 465 ماڈل کورٹس نے ایک اہم سنگ میل عبور کرلیا۔
محض 167 دنوں کے اندر ان عدالتوں میں 50743 مقدمات کا فیصلہ کردیا گیا جبکہ 124669 گواہان کے بیانات بھی قلمبند کیے گئے۔
یہ تاریخی کامیابی ماڈل کورٹس کے ججز اور مجسٹریٹس کی انتھک محنت وکلاء، پولیس، پراسیکیوشن، محکمہ صحت اور دیگر اداروں کے مثالی تعاون کا نتیجہ ہے۔
ان فیصلوں میں قتل کے 7356 مقدمات، منشیات کے 12168 مقدمات، دیگر فوجداری 13571 مقدمات شامل ہیں۔ جبکہ 11330 دیوانی اپیلیں/ نگرانیاں، 5560 فیملی اپیلیں، 785 کرایہ داری کی اپیلوں کا فیصلہ کیا گیا۔
