Provision of expeditious and inexpensive justice is a part of the principles of policy in the Constitution. It is considered critical to democratic life, social stability and economic development of a country. Improved service delivery and aligned special measures for increased relevancy and efficiency within the judicial sector in a comprehensive manner is, therefore, imperative.

Ever since my joining the legal profession, delay in getting justice has constantly been haunting my conscience. It has always been my desire to address this issue one way or the other. Justice sector worldwide, in general, is plagued with delay hampering expeditious decisions; similar scenario prevails in Asia and Pakistan, in particular. It has dawned upon me, through my experience as a Judge, that delay in administering justice in the society can not be attributed solely to Judiciary, rather all the segments of the society have to work in tandem to deliver Expedicious and inexpensive justice. An effort was made in 2017, while I was posted as District & Sessions Judge Attock, to harmonize the working of the Criminal Courts for the end result of swift decisions. In fact, the idea was conceived by his Lordship Mr. Asif Saeed Khan Khosa, the then Honourable Judge Supreme Court of Pakistan; which was warmly welcomed by Mr. Justice Syed Mansoor Ali Shah, the then Honourable Chief Justice Lahore High Court, Lahore. Model Criminal Trial Court

In order to improve service delivery by the justice sector in line with Principles of Policy outlined in the Constitution, Expeditious Justice Initiative (EJI) was approved by the National Judicial (Policy Making) Committee on 11.03.2019. It provides for establishment of “Model Criminal trial Court.

Model Civil Appellate Court

Expanding the scope of the Initiative, it was felt that civil cases handled
by the court of first appeal at the district level also needs to be focused.  In
order to address this area, launch of Expeditious Justice Initiative-II has been
proposed within available resources.

Model Trial Magistrate Courts

Model Trial Magistrate Court is the third phase of the Initiative, which has emphasis on trial of cases before Magistrates. It conceptualizes bifurcation of Pre-trial and Trial Magistrates and provides strategy for establishment of Model Trial Magistrate Courts (MTMC) in each district.

پاکستان میں قائم شدہ ماڈل کورٹس کی کامیابیوں اور عوام میں اس کی بھرپور پذیرائی کو دیکھتے ہوئے چیف جسٹس آف پاکستان جسٹس آصف سعید خان کھوسہ نے پورے ملک میں مزید ماڈل کورٹس کے قیام کے احکامات جاری کر دیے ہیں۔
ڈی جی ماڈل کورٹس سہیل ناصر کے مطابق تمام ہائیکورٹس کے رجسٹرارز (ماسوائے بلوچستان جہاں مقدمات کی تعداد کافی کم ہو چکی ہے) کو احکامات ارسال کردیئے گئے ہیں جس کے مطابق پنجاب، خیبر پختونخواہ اور سندھ میں ہر ڈویژنل ہیڈ کوارٹر میں ایک ایک نئی ماڈل کورٹ قائم کی جائے گی جو کہ قتل اور منشیات کے مقدمات کی سماعت کریں گی۔
اسی طرح ہر ضلع کے اندر دیوا نی اپیلوں اور فوجداری مقدمات کی سماعت کے لیے مزید ایک ایک سول اپیلاٹ اور مجسٹریٹ ماڈل کورٹ قائم کی جائے گی۔
ملک بھر میں میں ابتدائی طور پر ماڈل کورٹس نے یکم اپریل 2019 میں اپنے کام کا آغاز کیا اور ان کی تعداد میں اضافہ ہوتا رہا۔ اب تک پاکستان کی 373 ماڈل کورٹس 36881 مقدمات کے فیصلے کر چکی ہیں جبکہ 98647 گواہان کے بیانات بھی قلمبند کیے گئے ہیں۔ تمام ہائی کورٹس کو کہا گیا ہے کہ وہ نئی ماڈل کورٹس تین روز کے اندر قائم کریں ۔ نئی عدالتوں کے قیام کے بعد اس کی رپورٹ چیف جسٹس آف پاکستان کو پیش کی جائے گی جو ان عدالتوں کے کام کے آغاز کے لئے تاریخ مقرر کریں گے۔
